If you're stuck, you should have a look at some of the materials whose significance you have so far not quite understood and look at as many clues for that piece as you need to continue solving the case.
START
To start the game, divide all of the documents among the players. Read through them and share all of the information with the other players (or read it aloud, for instance).
The Police Report
The police report and map will be helpful to establish the what happened and when. In order to work out alibis, you'll first need to work out the exact time that Tarka was taken.
While you are gathering information write down any motives the suspects might have, you'll need to have a motive when you make your accusation or the police won't listen.
Can you rule out any suspects? By process of elimination, you should be able to identify the dognapper. The more information you collect, the more people you will be able to rule out – until you finally understand the whole story and can get Tarka back.

This will give you some context on the show, some insight on what happened afterwards and generally help you get your bearings.

The dog tracker data on the Police Report shows the time that each dog passed through a sensor. Follow the routes.
All the other dogs stayed in the building. Find the dog who left the building and you've found the time of the dognap.
Dog E left the kennels passing sensor F at 15.18 and left the building passing sensor AE at 15.19. As that was the only dog to leave the building, that must be Tarka!
Looks like Charlie thought he could cash in on Tarka's success. Shame it doesn't seem to have worked out for him.

When the braille is decoded it says, 'A NEW DOG WINS OR THE SPONSORSHIP ENDS' I wonder what that could mean. Only one person could care about retaining the dog show's sponsor.
